Not the statewide program. The Kansas Housing Resources Corporation First Time Homebuyer Program cannot be used inside Johnson County, because the county administers its own federal HOME funds. Missouri's MHDC programs do not apply either, since those are for Missouri properties. That leaves lender-paid, employer-assisted and gift-fund structures, which is exactly the conversation to have before you shop.

Why is my escrow different on the Kansas side versus Missouri?
The assessment ratio. Kansas assesses residential property at 11.5% of appraised value. Missouri assesses at 19% of true value. Same list price, different assessed base, which changes the tax figure inside your monthly payment. Local mill levies still decide the final bill, so the only reliable answer is quoted by address rather than by state.

Is the Panasonic plant in De Soto affecting Lenexa and Shawnee home prices?
It is affecting the western half of both cities more than the eastern half. The plant employs about 1,800 people today, well short of the 4,000 originally projected, and Panasonic has since said part of the site will shift toward data center battery cells later this decade. Western Lenexa and western Shawnee sit in the same De Soto USD 232 district as the plant, so that is where the added demand and the new-build pipeline concentrate. Treat it as a factor in inventory and timing, not as a reason to skip the district check.

Are there new construction loans available in Lenexa or Shawnee?
Yes, construction-to-permanent. The active new-build pipeline in both cities runs through the western corridor, including communities like Bristol Highlands that span the Shawnee and Lenexa line.
