California, Tipton, and Jamestown, MO Mortgage Lender: Moniteau County Home Loans with USDA Zero Down
Moniteau County is one of the few places within a half hour of the Capitol where the entire county sits inside USDA’s eligible area. California (the county seat, about 4,500 people), Tipton on Highway 50 and Route 5, and Jamestown up on Route 87 toward the river all qualify for $0 down when household income is under $122,800. Prices run well under Columbia’s, the turkey plant, Burgers’ Smokehouse, and the Highway 50 manufacturers keep the jobs local, and the drive to Jefferson City is 25 minutes. DreamLux Home Loans is a Mid-Missouri mortgage broker with 280+ wholesale lenders, and Moniteau County USDA files are routine for us.

Does Moniteau County, Missouri qualify for USDA zero-down home loans? Yes, all of it. California (ZIP 65018), Tipton (65081), Jamestown (65046), Clarksburg, Latham, High Point, and every rural Moniteau County address are inside USDA's eligible area, because no town in the county comes close to the population threshold. The 2026 income limit is $122,800 for households of one to four people and $162,100 for five to eight, counted on the whole household after a $480 deduction per dependent and documented childcare. USDA charges a 1 percent upfront guarantee fee that rolls into the loan and a 0.35 percent annual fee, lower than FHA mortgage insurance. On California's median sale price of $224,851 (Redfin, August 2026), that is $0 down against $7,875 down on FHA. Buyers over the limit use conventional 3 to 5 percent down, FHA, or VA.
Why is Moniteau County the value play for Jefferson City and Columbia commuters?
Price. California's median sale price was $224,851 in August 2026, up 16.5 percent from a year earlier on eleven closings, and the county median was $216,675 over the three months ending August. That buys a three-bedroom on a city lot in California or a house with acreage outside Tipton, and the whole thing works on USDA with nothing down. The jobs are local, too: the turkey processing plant on East Smith Street (now Pitman Family Farms), Burgers' Smokehouse three miles south on Route 87, Tana Wire Marker, Racker's Manufacturing, and the rest of a manufacturing base that accounts for roughly 40 percent of local employment.
The trade is the drive. California to the Capitol is 23 miles and about 25 minutes on Highway 50; Tipton adds twelve more; Jamestown to Columbia is 40 miles on Route 87. Buyers who work in Jefferson City take that trade every week. The mortgage side is simple as long as the broker does USDA regularly: an address check (always passes here), a household income check, a USDA appraisal, well and septic tests where they apply, and a Rural Development review after the lender approves.
Which Moniteau County buyers get the most from a wholesale broker?
First-time buyers under the USDA limit
$0 down, seller credits up to 6 percent toward closing costs, and the 1 percent guarantee fee financed. On a $225,000 California house, most first-time buyers close with earnest money and the appraisal fee out of pocket. MHDC First Place can add a 4 percent forgivable second for households under $97,100 (one or two people) or $111,665 (three or more) in Moniteau County.
Plant and manufacturing workers with overtime and shift pay
Turkey plant, Burgers', and Highway 50 manufacturing income comes with overtime, shift differentials, and sometimes a second job. Different lenders count those differently. We pick the one whose income rules fit your pay stubs, which is the difference between qualifying for $225,000 and $260,000.
Acreage, shop, and hobby-farm buyers
Moniteau County acreage between Tipton and Jamestown is where buyers go for a shop, a barn, and a few head of cattle. A large outbuilding or income-producing land can push a USDA file to conventional acreage lending or a portfolio loan. We look at the listing first and choose the lender and the appraiser who understand rural comps.
USDA, FHA, or conventional for a Moniteau County home?
Three programs cover most purchases in California, Tipton, and Jamestown. This is how they compare on a $225,000 house, roughly California's August 2026 median.

What is different about a mortgage in California, Tipton, or Jamestown?
Every address passes the USDA map
Unlike St. Martins, Wardsville, or Holts Summit on the edges of Jefferson City, nothing in Moniteau County is inside an urbanized boundary. The address check is a formality here; the household income check is the real gate. We run it before the application, with the dependent and childcare deductions applied.
MHDC uses the lower county row
Moniteau County is not in the Jefferson City metro row for MHDC First Place. Its 2026 limits are $97,100 for one or two people and $111,665 for three or more, with a $566,354 price cap. That still covers most Moniteau County first-time buyers, and the 4 percent assistance stacks with USDA.
Turkey plant income
The California plant changed hands from Cargill to Pitman Family Farms in early 2026. For a mortgage, that matters only if your pay stubs and W-2s show two employer names; we document the transition with an offer letter or HR letter so underwriting reads it as continuous employment.
Well, septic, and shops
Outside the three city water systems, private wells and septic are typical. USDA and FHA require a water test and a septic inspection; conventional files usually do not. A commercial-grade shop or a working farm moves a USDA file to conventional or a portfolio lender.
Property taxes and reassessment
Missouri assesses residential property at 19 percent of market value, and Moniteau County's median effective rate is about 1.03 percent. The county reassesses in odd-numbered years; 2027 is next. On a $225,000 house, plan on roughly $190 a month in escrow for taxes, more inside the California city limits.
Loan limits for 2026
Conforming: $832,750. FHA in Moniteau County: $541,287. USDA has no loan limit. Almost nothing in the county approaches those figures, which is why the income limit, not the loan limit, decides the program.

California, Tipton, and Jamestown mortgage questions
Is California, MO eligible for USDA loans?
Yes. California has about 4,500 people, far under the USDA population threshold, and the entire county sits in USDA's eligible area. The income limit is the gate: $122,800 for households of one to four and $162,100 for five to eight in 2026.
What is the median home price in California, MO?
Redfin reported a median sale price of $224,851 in August 2026, up 16.5 percent from a year earlier on eleven closings, with a median of seven days on market. The county median over the three months ending August was $216,675. Small samples move these figures month to month.
How much do I need to close on a $225,000 house with USDA?
Often only the earnest money and appraisal fee. USDA allows $0 down, the 1 percent guarantee fee ($2,250) rolls into the loan, and the seller can credit up to 6 percent of the price toward closing costs and prepaids. MHDC First Place can add 4 percent of the loan amount as a forgivable second for eligible first-time buyers.
Does overtime or shift pay from the turkey plant count as income?
Usually, with a two-year history, and some lenders accept less when the pay structure is standard for the job. Overtime, shift differentials, and bonus income are averaged over the history period. We choose the lender whose rules fit your pay stubs; the difference can be tens of thousands in buying power.
Can I buy acreage with a shop or a few cattle using USDA?
Usually yes when the land is typical for the area and the outbuildings are residential in nature. A commercial-grade shop, income-producing farmland, or a second dwelling moves the file to conventional acreage lending or a portfolio lender. Send us the listing and we tell you before the offer.
What credit score do I need for a USDA loan in Moniteau County?
Automated USDA approvals generally start at 640. FHA works from 580 with 3.5 percent down and conventional from 620. Between 600 and 640 we usually recommend a 30 to 60 day credit plan before applying.
How long does a USDA closing take in California or Tipton?
Thirty-five to forty days when the file is submitted complete. The extra step is USDA Rural Development's review after the lender approves, which we sequence to start the same day. Well and septic tests are ordered with the appraisal so they do not add time.
Is there down payment assistance for Moniteau County buyers?
MHDC First Place adds a 4 percent forgivable second for first-time buyers under $97,100 (one or two people) or $111,665 (three or more) in Moniteau County, with a $566,354 price cap, and it stacks with USDA, FHA, or conventional. Forgiveness runs over years six through ten of owner occupancy.

Written by Zach Brown
Moniteau County is where I send buyers who have been told they need $15,000 to buy a house. They usually do not. I built DreamLux in Columbia over two years as a wholesale broker with 280+ lenders, soft-pull pre-approvals, and a free loan estimate audit for anyone holding a bank or builder quote, and the USDA files out of California and Tipton are some of the cleanest we close.
Before mortgages I spent about a decade in exercise physiology and sports nutrition. Measuring first and then prescribing is a habit that carried over.
