Missouri is one state with three very different mortgage markets, and the county line matters more than the state line. Mid-Missouri runs on Mizzou, state government and a USDA map that starts a few miles outside Columbia and Jefferson City. Kansas City straddles a state border, so half the buyers Zach talks to are comparing a Missouri escrow figure against a Kansas one. St. Louis County reassesses on the same odd-year cycle as everyone else but with values that swing harder, which is where most of the escrow-shortage calls come from.

Property tax is assessed at 19% of market value and reassessed in odd-numbered years, and rates differ by county and school district, so two identical list prices in Clay County and Jackson County carry different escrow figures. Missouri also allows a First-Time Homebuyer Savings Account deduction of up to $1,600 single or $3,200 joint per year toward a down payment.

A below-market first mortgage with an optional second loan of 4% of the first mortgage for down payment and closing costs. Not a grant: it is forgiven 1/60 per month during years 5 through 10 and fully forgiven at 10 years, repayable if you sell or refinance sooner. Minimum 640 credit score (660 for manufactured homes), DTI up to 45% to 50% depending on program. First-time means no ownership in the prior 3 years; veterans are exempt from that rule.
The same 4% second-mortgage structure for repeat buyers and for households above the First Place income limits. Next Step uses the higher targeted income limits statewide, so a Kansas City household of three can earn up to $158,760 and still qualify. Same forgiveness schedule, same certified-lender requirement.
Missouri's MCC, which returned 25% of annual mortgage interest as a federal tax credit, is paused for new applications as of January 1, 2026 and is not listed among MHDC's active homebuyer programs. If you were counting on it, ask: the First-Time Homebuyer Savings Account deduction and lender-paid structures fill part of the gap.

Do I qualify for an MHDC First Place loan?
Likely, if four things line up. You have not owned a home in the prior 3 years (veterans are exempt), your household income is under the limit for your area, the purchase price is under $566,354 non-targeted, and your credit score is at least 640, or 660 for a manufactured home. Debt-to-income runs up to 45% to 50% depending on the loan type.

What are the MHDC income limits for 2026?
Effective May 1, 2026: Kansas City MSA $113,400 for 1 to 2 persons and $130,410 for 3 or more; St. Louis MSA $113,500 and $130,525; all other areas $97,100 and $111,665. Targeted areas and Next Step use higher limits, up to $158,900 for a St. Louis household of three. Columbia and Jefferson City have their own MSA figures.

VA sets no minimum, though most lenders look for 580 to 620. USDA files usually need 640 for automated approval. A lower score changes the pricing, not always the answer.

Does Missouri have a real estate transfer tax?

What parts of Missouri are USDA-eligible?
Most of the state outside the metro cores. The Ozarks, north Missouri and most Mid-Missouri towns qualify, including Ashland inside city limits. Kansas City, St. Louis, Springfield, Columbia and Jefferson City cores do not, but eligibility often begins a few miles out. Household income must sit under the USDA limit for the county, and the address decides, not the town name.
